A landlords' group slammed the idea, calling it a cash grab. Only 5 per cent to 10 per cent of the 300,000 or so high-rise apartment units in the city are in bad shape, said Brad Butt, president of the Greater Toronto Apartment Association.

"only" 5 to 10 per cent? That's 15,000 to 30,000 units!

I think the permit for bad apartments is not expensive enough though. $400 a year? Any repairs would cost a lot more. The counter argument that the cost would be passed on to tenants is partly valid, but repairs do get passed on to tenants anyway through above-rate rent increases. It partly depends of the vacancy rate in the market... In a low-vacancy market, these fines could indeed increase rents on the cheapest apartments.
